Redacting bank statements: What does the DSGVO say?

Redacting bank statements is a common concern — particularly in the context of Bürgergeld applications, Jobcenter submissions and proof of income. Many of those affected prefer not to fully disclose sensitive financial information such as IBANs, payment recipients or individual postings. But what does the legal situation say?

What does redaction mean for a bank statement?

Redaction refers to the irreversible removal of text from a document. In contrast to mere masking — for example by placing a black bar over the text — true redaction physically removes the text from the PDF. The underlying text can no longer be reconstructed afterwards.

For bank statements, this typically concerns personal data such as the names of payment recipients, IBANs, payment references containing sensitive information, or amounts that have no relevance to the respective purpose.

Am I allowed to redact my bank statement for the Jobcenter?

The short answer: Yes, to a limited extent. You may redact parts of your bank statement before submitting it to the Jobcenter — but not arbitrarily. The Jobcenter must be able to assess your livelihood and financial situation (§ 60 SGB II).

What you may generally redact:
- IBANs and bank codes, provided they are not required to identify the account
- Names of private individuals for transfers that are not relevant to the benefit claim
- Payment references containing sensitive personal data of third parties
- Amounts and postings that are clearly private and have no bearing on the claim

What must remain visible:
- Account balance and total
- Regular income (salary, pension, child benefit)

Legal basis

The DSGVO (Art. 5 principle of data minimisation) requires that only the personal data necessary for the respective purpose be processed. The Jobcenter may not demand more data than is necessary to verify the claim (§ 67 SGB X, § 35 SGB I).

At the same time, the applicant has a duty to cooperate (§ 60 SGB II). Anyone who redacts too much risks having the application rejected or the benefit reduced. The pragmatic approach therefore applies: redact only what is not required for the purpose.

Bürgergeld and bank statements: special features

Since the introduction of Bürgergeld (January 2023), extended allowances and grace periods apply. During the first two years of receiving Bürgergeld, a portion of savings is disregarded. To verify these allowances, however, the Jobcenter still needs an overview of account activity.

Recommendation: Redact selectively those individual postings that are purely private in nature and have no bearing on the needs assessment. Never redact the overall balance or regular income payments.

How do I redact a bank statement correctly?

Many people attempt to "redact" bank statements with a highlighter or by drawing black rectangles over a PDF. This is insecure: the underlying text remains in the file and can be made visible again with simple means.

True redaction removes the text irreversibly from the PDF.
